Five years ago WIPO was caught up in an IP battle on two fronts: on the personnel side its beleaguered head, Kamil Idris, faced allegations of misleading delegations over his age and accomplishments; and on the policy side its development agenda, spearheaded by increasingly powerful emerging economies, was being resisted by many developed countries.
No significant new treaty had been concluded since 1996 and morale in WIPO’s Geneva headquarters was low.
