Leaks reveal ACTA negotiations

Cables published by WikiLeaks reveal some of the behind-the-scenes negotiations that led to the Anti-Coiunterfeiting Trade Agreement.

The cables are mainly between officials from Japan, which initiated the Agreement, and their counterparts in the US.

Most of the cables leaked were written between June 2006 and November 2009 and discuss issues such as which countries should be included in the Agreement, whether the EU should negotiate on behalf of its member states, secrecy and the IP rights to be included.

It is believed the liability of ISPs for counterfeit sales was discussed during the ACTA negotiations, but this was not included in the final text.

They also reveal Japanese concerns regarding a WTO case against China and Italian anger regarding the US Special 301.
