Campinos is now executive director of EUIPO. He moved to Alicante in 2010, having formerly headed the Portuguese national IP office.
Battistelli is retiring after serving two terms, during which he implemented reforms to the Office's procedures and the Boards of Appeals, but provoked criticism from staff and others.
This was manifest in strikes and protests, and the Council, now chaired by Christoph Ernst of Germany, will be hoping that Campinos can improve relations.
He achieved something similar, though on a smaller scale, at EUIPO where reforms made by his predecessor, Wubbo de Boer, had caused tensions with both staff and some EU member states.
In his seven years at the Office, Campinos oversaw the implementation of the EU trade mark reform and various cooperation initiatives with other offices.
