Shen was previously the president of Dalian University of Technology and has a PhD in computational mechanics. Before that, he was the president of Zhengzhou University. Shen is also a member of the Chinese Academy of Sciences.

His predecessor Tian Lipu, well regarded during his 10-year tenure in the role, stepped down after reaching the mandatory retirement age last October. Under his direction, SIPO became the world’s largest patent filer and is credited for helping to achieve many of the targets outlined in the National IP Strategy.
