The lack of any consensus position in the Vertical Integration Working Group’s interim report is likely to be the reason so few comments were received on such a controversial subject.
The comments received do indicate that the JN2 and RACK+ proposals retain the most support, however. JN2, which allows for 100% cross-ownership providing the registrar does not distribute the top-level domain for which it is the registry. RACJ+, which advocates allowing 15% cross-ownership, is similar to the present model.
