Locke slams China's IP enforcement US secretary of commerce Gary Locke criticised China's lax IP enforcement last month, stating: "China's enforcement of IP laws is often uneven and penalties assessed are often too mild to act as a deterrent." Speaking at the Pearl River Delta International Forum on Innovation and IP, Locke said Guangzhou needs to improve enforcement of its IP laws if it wants to lead the way in China in moving up the value chain and developing more home-grown innovation. "As more manufacturing moves to other provinces and even countries, Guangdong will need more R&D and technology-based companies in this province," he said. Locke listed three areas where the US would like to see improvement: elimination of overlapping jurisdictions between Chinese enforcement agencies; consistent application of the laws on IP infringement; and seeking criminal penalties more frequently for IP infringement.
