Hong Kong rejects three-strikes copyright rule

Hong Kong’s government has proposed measures to strengthen copyright enforcement online but decided against a so-called three-strikes option for repeat online infringers
It released the proposed reforms to the Legislative Council (Legco) Panel on Commerce and Industry on November 17.
We believe the refined proposals have struck a reasonable balance among the interests of copyright owners, users and online service providers, said Yvonne Choi, permanent secretary for commerce and economic development.
The proposals follow two public consultations carried out since Legco amended Hong Kongs Copyright Ordinance in June 2007.
