On April 30 the USTR published its 2009 Special 301 Report and moved Canada onto the Priority Watch List of countries with the worst IP regimes.

The annual report names governments that the US believes have failed to do enough to tackle IP infringement.

The 2009 Report again highlights China and Russia as the worst infringers of IP rights. Both countries remain on the Priority Watch List, where this year they are joined by Canada, Indonesia and Algeria.

The full list of countries on the Priority Watch List is: China, Russia, Algeria, Argentina, Canada, Chile, India, Indonesia, Israel, Pakistan, Thailand, and Venezuela.

The USTR removed South Korea and Taiwan from the lower level Watch List, which contains 33 countries this year.
