Morgan has been replaced as a minister in the Department of Innovation, Universities and Skills (DIUS) by Baron Young of Norwood Green, a former trades unionist and BBC governor.
Young has been a life peer (member of the House of Lords) since 2004 and does not have any previous ministerial experience.
He is vice-chair of the Israel all-party group and lists China, the US and Italy as his countries of interest.
Though the ministerial responsibilities have not yet been allocated, it is likely that he will take over Morgan’s portfolio, including responsibility for the IP Office.
If he does, Young will become the UK’s third IP minister since the post was created in July last year, following Morgan, who spent eight months in the job, and Lord Triesman, who lasted six months.
Triesman was interviewed by Managing IP in October last year and Morgan was interviewed in May this year.
